The government of Ali Hassan Mwinyi (1985-1995) ended the socialist experience and committed to creating a free market economy. In 1986, the Economic Recovery Programme (ERP) was introduced, implementing the Structural Adjustment Programmes (SAPs) proposed by the WB and the IMF to reduce the budget deficit and repay debts. The ERP mandated significant cuts to public sector involvement in the economy, including the devaluation and free floating of the shilling, the removal of public subsidies for agriculture, education, and health, the elimination of export taxes, cost recovery measures for social services, the abolition of state trade monopolies, liberalization of agricultural, financial, and industrial sectors, privatization of public assets, and attracting private and foreign investment (Ponte 2002).
