It can be asserted that the State is a manifestation of human nature, so that every element of human nature is inextricably intertwined with the fundamental character of the State. The State, in its capacity as an entity, can embrace, integrate, and fulfill any human action, form, or aspect of human nature. Consequently, any theoretical understanding of the State that does not encompass all dimensions of human nature is inadequate. It is obvious that the concept of useful action, defined as an action that serves as a means to an end and constitutes a distinct form of human activity within the domain of economics, does not encompass these elements.
