The “Rally Round the Flag Effect” (RRTF) refers to spiking citizens’ support for their country and its political leadership during crises, such as war, terrorist attacks, or pandemics. This effect has been observed in numerous cases and extensively researched. Political scientist John Mueller coined the term in 1970 in response to the increased support for US political leadership during the Vietnam War. He argued that “international crises and similar phenomena will give a president a short-term boost in popularity”2. Thus, according to Mueller, citizens may be more likely to prioritise national security and stability over personal concerns or political disagreements during calamities. They may also feel gratitude towards decisive leadership in crises, endorsing the use of force3.
