Conclusions and Policy Perspectives

 This concluding chapter synthesizes the book’s main argument that digital skills are essential for meaningful participation in societies shaped by internet and intelligent media. It reaffirms the framework of seven digital skills and shows how inequalities in these skills reflect and reinforce broader social inequalities across education, work, politics, public services, culture, and everyday life. The chapter argues that intelligent media do not remove the need for digital skills but raise the threshold for participation by requiring users to understand, evaluate, and strategically engage with adaptive, algorithmic, and AI-driven systems. It then outlines policy perspectives for addressing digital skill inequalities, emphasizing that technical access alone is insufficient. Effective responses require coordinated action by governments, technology companies, educational institutions, workplaces, libraries, public access centers, training providers, and citizen initiatives. The chapter concludes that reducing digital inequality depends on combining inclusive design, targeted education, contextualized support, continuous monitoring, and broader social policies that strengthen the conditions under which all people can develop and apply digital skills.
