Chapter 8 ended on an unstable situation. Institutions had accumulated power they could not fully wield. Gatekeepers were guarding gates that no longer reliably held. The authority to certify reality had become one of the most contested resources in modern life, and the people exercising that authority were discovering that the tools they had inherited were no longer adequate to the work being asked of them. The result was not a system that failed cleanly. It was a system that strained, adapted, and continued to claim competence while quietly losing it.
