Navigating Change: Smart City Transformation and Cutover Strategies

In this chapter, we explore the pivotal role of citizen support and adaptability to new smart applications as critical factors for the success of digital twin metaverse cities. This chapter delves into the intricacies of change management (CM) strategies, which are indispensable for cities and businesses aiming to harness innovative ICTs to maintain a competitive edge. It posits that the essence of successful digital transformation lies in effectively managing and steering change, coupled with ensuring a seamless transition for citizens. Highlighting Lewin's Change Management Model and the Nudge Theory, the chapter underscores their relevance in the digital twin metaverse city context. Lewin's model unfolds through three phases, Unfreezing, Changing, and Refreezing, designed to facilitate a smoother transition. Conversely, the Nudge Theory, rooted in behavioral science, emphasizes the power of subtle prompts in influencing decisions and behaviors. These models aim to mitigate citizen apprehension and streamline the adaptation process during the creation of digital twin metaverse cities, ultimately enhancing investment returns, forging a competitive advantage, and empowering citizens to navigate and thrive in the emerging smart urban landscapes.
