Cyber Arms Dealing

Having covered more traditional cybersecurity service and product paradigms in other chapters, we must also address the concept of cyber arms dealing, the business of selling hacking tools and services to governments, militaries, and criminal organizations for profit. We will define cyber arms therefore as cybersecurity solutions developed and sold in such a way that they are to be utilized in the carrying out of intelligence gathering and warfighting. This is not to say such solutions would not also be capable of being used by criminals in the same way. However, it is not in the authors’ intentions to advocate for such a behavior.
