Carbon Neutrality and Environmental Governance

Carbon neutrality is one of the most important environmental protection goals worldwide. This chapter discusses the environmental governance issues under the background of “carbon neutrality” from the goal of “carbon peaking and carbon neutrality” proposed by China (Sect. 4.1). Nowadays, as human beings pay more attention to carbon emissions, many countries and regions such as the United States and the European Union have put forward their own carbon emission targets based on their specific domestic situations. Similarly, China is also facing the problem of large carbon emissions and environmental problems that are difficult to solve in a short time. From both international and domestic perspectives, realizing carbon neutrality is necessary for China and is of strategic significance (Sect. 4.2). To realize carbon neutrality, it is necessary to clarify its internal mechanism. This chapter systematically analyzes the driving measurement model of carbon emissions and the prediction model of carbon emissions, and shows the specific process of carbon emission analysis through scenario analysis (Sect. 4.3). In order to further achieve carbon emission reduction, the chapter concludes by summarizing the basic path for China to achieve the dual-carbon target, indicating the direction of attack from the technical, economic and administrative perspectives (Sect. 4.4).
