The Suzhou Practice of Boosting Openness of Government Affairs by Servicing Enterprises with the Policy Calculator

To meet the needs of enterprises, administrative organs have used new Internet technologies to strengthen the management, development and utilization of government information resources, facilitate the search by enterprises for information about enterprise-benefiting policies, and provide high-quality policy consultation services to enterprises free of charge. All these measures are of great significance for building a service-oriented government and optimizing the business environment. Taking the Policy Calculator introduced by Suzhou Municipal Government for the purpose of changing the policy management mode from “enterprises looking for policies” to “policies looking for enterprises” as an example, this report analyzes the problems that may be encountered in improving the arrival rate and landing rate of enterprise-benefiting policies, introduces the relevant innovative measures adopted by and the results achieved by Suzhou Municipal Government, and puts forward five suggestions on strengthening government information management and better promoting the development of enterprises.
