Characteristic Mechanisms for and Innovative Explorations of Openness of Government Affairs in Xicheng District of Beijing Municipality

In 2020, the People’s Government of Xicheng District of Beijing Municipality thoroughly implemented the spirit of the Guiding Opinions of the State Council on Comprehensively Advancing the Standardization and Regularization of the Openness of Grassroots Government Affairs (No. 54 [2019] of the General Office of the State Council), made an all-out effort to build a transparent and law-based government, took the new arrangements for the government services and openness of government affairs in Beijing as the benchmarks, and successfully completed the institutional reform and adjustment in 2019. It took the opportunity of the integrated and innovative development of websites, new media and government services to explore the construction of the characteristic mechanisms for the openness of government affairs in Xicheng District, carried out large-scale high-quality activities such as Reporting the Work to the Public by the Government of Xicheng District and Financial Street International Forum, and gave full play to its role as a “pilot unit of full lists in Beijing” and its leading advantage in the field of accurate policy push to make continuous progress towards the goal of building itself into a service-oriented and law-based government.
