Possibility of Creating a Process-Based Organizational Structure in the Public Sector

The public sectorPublic sector plays a very important role in the economic structures of countries in transition. Acknowledging this fact, it is important to define the key aspects of the operation of certain public sectorPublic sector organizations and to formulate models for their improvement. The most widespread tool for determining individual elements of a business process is Porter's value chainProcess, value chain. The value chain, according to the experiential method, will serve as a methodological basis for determining the possibility of introducing a process-based organizational structure in the Ministry of Education and Culture of the Republic of SrpskaRepublic of srpska. Therefore, the question arises whether and in what way a process-based organizational structureOrganizational structure can be established in the Ministry according to the defined value chain of the Ministry. We came to the conclusion that the existing organizational structureOrganizational structure of the Ministry has certain similarities with the process-based organizational structureOrganizational structure, when it comes to the number of management levels. On the other hand, the way of management, new organizational culture, creation of process teams, establishment of trust, delegation of authority, development of the function of influence instead of the function of control are, among others, goals whose achievement must be approached with dedication, seriousness and a clearly defined plan of achievement.
