“Agile Governance” should be followed in AI policy making. Due to the rapid development of technology, it is not necessary to wait until all the situation is understood and all parties reach full consensus before forming governance rules. Instead, it is necessary to send out signals to remind relevant parties to pay attention to potential risks and negative impacts once the negative signs are seen.
