India is a developing country with the world’s largest democracy, which prioritizes academics and research. Libraries’ roles are being taken seriously around the world, with support for the information revolution focusing on bridging the gap between information rich and information poor. The Indian government also recognizes the fact that good research and innovation require resources of good quality, which it provides through different types of funding and grants as well as initiatives regarding resources for institutes. The methodology used is a systematic review of secondary resources and government reports and data with the purpose of knowing the relationship between information access and democracy. The paper found that a high degree of correlation exists between the number of resources available and the quality of the output as well as the growth rate of the institutes. This paper helps to know the correlations and factors needed to develop higher education equity policies.
