Information Systems in Large Scale Government Projects in India: A Case Study of PMAY

The Pradhan Mantri Awas Yojana (PMAY) is an initiative taken by Government of India in June 2015 with a mission “Housing for All by 2024”. Though many initiatives have been taken by state governments with central government’s assistance, the rate of progress in implementing this scheme has varied from state to state. The objective of this paper is to study the information available in government websites and portals related to PMAY and analyze the mode of data presentation, usefulness of the data, and the improvements that can be brought about in the information portal for PMAY related data in order to make the data easily accessible and interpretable. Our analysis reveals that the data presently available on the implementation of the PMAY scheme provides some insights into the physical and financial progress of the PMAY scheme but can be further improved in terms of basic analysis of the data and presentation from different perspectives to be useful to the general public and well-informed domain specialists. This case study, although focused on the PMAY scheme, also provides insights into pathways to improving other information websites related to large scale government policies.
