The investigation of individual state agencies provides rigorous detail and a closer look at how these agencies perceived the foreign militaries in the post natural disaster context within the Indonesian government’s hierarchical structure and in the interaction between each other. Each state agency survived the changing Indonesian governments and political systems, and that ability to survive endorsed them with various degrees of influence in foreign policy making.
