A Comparison of E-government Services in Education Between Developed and Emerging Economies: A Study of Nigeria and the USA

The educational sector in emerging economies is faced with a decline in the quality of graduates produced in recent times. This concern requires urgent attention because the poor execution and implementation of e-government services in the education sector in higher learning is worrisome. This led to a mass exodus of students seeking good and quality education in the developed countries. This study aims to compare e-government services in education between Nigeria and the United States of America (USA) in a bid to come up with strategies to aid the execution and implementation of e-government services in developing economies. This will create an equality of opportunity in developing economies and serve as a mechanism for building human development capital for a sustainable economy. This study identifies the various e-government services utilized in advanced economies that can be deployed to improve the educational sector in emerging economies. This research adopted the literature review method for the comparison. The two nations used in the research were selected based on the clear gap between e-government services provided for education in a developed economy with that of an emerging economy. A total of 65 articles were retrieved from four databases, and only thirteen articles met the criteria for inclusion in the analysis. The findings show that inadequate IT infrastructure, lack of appropriate policies and laws, poor funding, and lack of transparency, trust, and accountability inhibit e-government services in the educational sector for emerging economies. The paper highlights some key recommendations to aid the execution and implementation of e-government services to enhance the equality of opportunity in emerging economies.
