摘要

Halal tourism is among the industries in the Special Region of Yogyakarta (DIY) Indonesia that the Covid-19 outbreak has adversely impacted, and the development started before the pandemic. This paper explores the strategy of developing halal tourism in DIY post-pandemic with innovative–collaborative governance. The research method used is qualitative research, where the study acts as a binding or main instrument in data collection. The DIY Government collaborated in strategic efforts to develop halal tourism with academics, the private sector, and banks. The collaboration is in the form of workshops or seminars with academics and business actors, corporate social responsibility with the private sector, and the application of Quick Response Code Indonesian Standard with banking as a form of technological innovation in the tourism industry.
