A Comparative Documentary Analysis of the Brazilian Digital Transformation Strategies Adopted in the Enabling Thematic Axes of 2018 and 2022

This study explores the strategic actions for the Digital Transformation of Brazil present in the 2018 and 2022 documents, an initiative of the Brazilian Federal Government where measures to be implemented for the E-Digital were foreseen. In this study, documentary research of comparative methodology was carried out, observing the enabling axes present in the two documents, understanding the measures already achieved and what still needs to be implemented and the challenges to be faced to achieve this vision. As a result, it was understood that the objectives set out in the 2018 document advanced, carrying out a broad diagnosis with indicators to monitor progress in achieving the intended purposes. However, there are still strategic actions that have not been implemented and that remain present in the 2022 document, which added another set of actions.
