Collaborative Governing Strategies for Global Disasters: Case for Effective Responses to Populist Engagement

This study examined that citizens’ dissatisfaction from long-term disasters and government corruption leads to citizens’ populist political participation. In particular, this study proposed a theoretical framework for the effect of populism in disasters which describes that populist engagements and government’s response mutually interact as factors that cause social change. Through case analysis, this study examined how the public’s anger and the problem of fake news provoked populist attitudes and political participation in the national crisis, the Sewol ferry incident. In addition, this study examined the disaster strategy through the cooperative governance of the Korean government and found that participation of citizens in populism is an important event for social change.
