Inequality in Employment Opportunity

The issue of measuring inequality of opportunity is a highly debated issue. However, despite the different measures proposed in the literature such as the HDI and the GINI index, there are only one-dimensional measures. In this context, this chapter work proposes a new approach to measure inequalities. By applying the human opportunity index (HOI) methodology, we analyze the effect of circumstance variables (gender, education, age, etc.) on employment inequalities in Tunisian regions, using data from surveys conducted in 2012 and 2017 by INS. The results obtained show constant inequalities of opportunity in all regions which are mainly due to variables of unavoidable circumstances.
