CCICED’s incubation began with an influential group of senior Chinese governmental officials plus some international development specialists. Mr. Qu Geping, who had attended the 1972 Stockholm Environment Conference and who played a major role in establishing environmental protection within China afterwards, was instrumental in bringing forward the concept.
