A New Kind of Sharing

In the late 1970s, when the world community began to build a modern, comprehensive approach to emerging environment and development (E&D) issues, China was still in the early stage of its “reform and opening up.” A decade later, when many Western economy nations had already formed specialized environmental organizations to address rising pollution and other risks, China, like most other developing nations, was struggling with how to address these new problems.
