Inexact Joint-Probabilistic Stochastic Programming Model (ITIC-JPC) Synergy MCDA Analysis on Water Allocation in Jimei District of Xiamen City

Jimei District of Xiamen is facing the situation of water shortage, in order to better understand the water resources in Jimei District and allocate water resources more reasonable. This paper proposes a new (ITIP-JPC) model combined with MCDA to analyze the reservoir coordination and bearing capacity of water resources. The model combines the characteristics of uncertain linear programming (ILP), multi-stage stochastic programming (MSP) and joint probability constraint (JPC). It can effectively reflect the coordinated water supply of multiple reservoirs with different probabilities, different scenarios and different stages. Based on the changes in the proportion of the four major industrial structures and the changes in water supply pressure in Jimei District from 2006 to 2020, obtaining a better water supply strategy and realizing a higher economic benefit. MCDA method can linearly transform multiple groups of unrelated variables to the same latitude and measure the water resources carrying capacity level of Jimei District from multiple perspectives. It has important reference value for Xiamen Municipal Government to plan water resources.
