Self-determination and an Indigenous State

This chapter examines the attitude of Australian governments to Indigenous claims to Self-determinationConsocialtionalismSelf-determination before discussing how Self-determination could be achieved. Using consociationalismIndigenous Stateconsociationalism and as a theoretical framework, the chapter argues that Self-determination can be achieved territorially through the creation of a new Indigenous state within the Australian federation, and communally by means of segmental autonomyConsocialtionalismsegmental autonomy which would enable the Indigenous state to provide services to Indigenous people living outside its borders.
