Study on Risk Allotment for Public Private Partnership in Indian Infrastructure

Public Private Partnerships (PPP) have been important in funding of major infrastructure projects in many nations. For PPP initiatives to be effective, there must be an appropriate Risk Allocation (RA) between the public and private sectors based on their respective Risk Management (RM) skills. Disputes between those parties may arise, which lowers the project's chances of success. Data from the government website were used to prepare various thematic maps with Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) software which gives an overall interpretation of different kind of sectors under (PPP). It also shows the most evolved modes of (PPP) and the status of projects namely completed stage, operation and maintenance stage, pre-construction stage, and under construction stage. The purpose of this study is to analyze the risk status from the viewpoint of project life cycle and to find out the risk factors in various stages of the construction of the project. The methodology of the study used here is questionnaire survey administrated to the public and private sectors respondents who are all involved in the PPP projects. Based on the data collected, a statistical analysis is done. Results suggest the ways which would raise PPP’s chances of success for overcoming the risk and completion of projects on time. From the analysis, in order to reach a mutually agreeable RA, strategies and design balanced RA plans are developed. The recommendations were suggested from important priority areas with the use of the study.
