Introduction
摘要
Climate change poses a critical global challenge, with the Paris Agreement aiming to limit warming to 1.5 °C–2 °C this century. The IPCC's Sixth Assessment Report indicates that we may reach 1.5 °C within two decades, requiring "Net Zero" anthropogenic CO2 emissions and substantial reductions in other greenhouse gases by 2050. As the largest developing country, China is committed to addressing climate change. In September 2020, President Xi Jinping announced goals to peak CO2 emissions by 2030 and achieve climate neutrality by 2060, covering all GHGs. This commitment is supported by a "1+N" policy system, where "1" denotes the main policy framework and "N" includes sector-specific implementation plans, highlighting China’s proactive role in global climate efforts. We first introduce achievements of climate governance in china from mitigation and adaption two aspects, and then point out there are still some challenges such like emergence for timeline, energy and industrial transition. Finally, we introduce five notable relationships of climate goverance in china. that is, the relationship between CO2 reduction and non-CO2 GHG Reduction, Green Governance and Climate Governance, Carbon Peaking and Climate Neutrality, China’s Climate Neutrality and Global Net Zero Targets, Supply-side and Demand-side Reduction.
