Aiming at the future development of urban air traffic, this paper carries out the research of urban low altitude fusion surveillance technology based on three data links: 5G, BeiDou RDSS and 1090ES, respectively discusses the characteristics and scope of application of each of the three data links; Adopts Kalman filtering method to discuss the data fusion of the three data links, and designs the structure of the multi-data-link fusion surveillance equipment for the urban low altitude aircraft. Starting from the weak links in the field of urban surveillance in China, it makes up for the problems in the field of surveillance and provides new ideas for the field of urban aviation surveillance in China.
