Social Work Services for Rural Disabled Impoverished Elderly Individuals

Elderly people with disabilities have particular physiological and psychological characteristics. Due to factors such as physical disabilities, weak labor capacity, and low education levels, they are unable to guarantee a normal life to a certain extent. Impoverished disabled individuals have always been the most severely impoverished group among the impoverished population, facing the greatest difficulty in poverty alleviation and the highest rate of relapse. The “Outline of Poverty Alleviation and Development in Rural China (2011–2020)” proposes prioritizing and supporting key populations such as impoverished ethnic minorities, women, children, the elderly, and disabled people under equal conditions. This outline has been effectively implemented after the “Twelfth Five-Year Plan” period, with over 7 million registered impoverished disabled people lifted out of poverty as of the end of 2020; 9.634 million disabled people have been included in the scope of the minimum living guarantee.
