Intensive Poverty Alleviation Through Social Work: Theoretical Logic of Multidimensional Practice

The practice of social work in the intensive battle against deep poverty, exemplified by the “Warmth Express Delivery” project, establishes a comprehensive approach that integrates three dimensions: a safety-net practice through graded and categorized management of populations, a capability enhancement practice by uncovering family potentials, and an asset development practice involving multi-sectoral social participation. This holistic approach not only mitigates the risk of impoverished families reverting to poverty but also bolsters the resilience of families in deep poverty against economic hardships. Therefore, it is imperative to connect the two core concepts of risk and capability within the multidimensional practice of social work aimed at eradicating deep poverty, to untangle their interrelation, thereby furnishing a theoretical framework for servicing this high-risk group.
