Associating the Determinants of Urban Transformation in Mumbai Suburban District to the Status of Resilience to Climate Change

This chapter explores the linkages between the determinants of urban transformation and the status of resilience to climate change in the Mumbai Suburban District, which comprises a major portion of the metropolis of Mumbai. It aims to understand whether these determinants are influenced by the imperative to foster resilience to climate change and to what degree the transformation itself demonstrates climate change resilience. Here the locality of Mulund, located in the Mumbai Suburban district is chosen as the areal unit of investigation. Mulund also comprises the T-ward of the Municipal Corporation of Greater Mumbai (MCGM). The role of major determinants of Mulund’s transformation, namely—the selling of the defunct industrial lands; government policies; public–private partnerships; gentrification and housing growth; and residents, retail, and businesses are considered. The study is based on both primary and secondary data. The methodology of the study involves the use of mixed methods involving both qualitative and quantitative analysis. The findings reveal the entwined nature of the role of the identified determinants and the limited consideration of climate change resilience in the transformation process, leading to the limited existence of climate change resilience. Based on the existing nature of the transformation and the role of the determinants contributing to it a set of recommendations are forwarded to develop climate change resilience in the study area. It is hoped that these recommendations will be implemented through necessary program interventions to upgrade the climate change resilience status of the area.
