Developing Institutional Blended Learning Policies and Plans

This chapter outlines the policy development process for Blended Learning in higher education institutions. Using the successful experiences of Commonwealth of Learning in supporting institutions to develop technology-enabled learning policies that mandate blended learning, the chapter reviews various frameworks and issues for developing a robust policy that is pragmatic and implementable. It highlights the critical issues to be covered in a BL policy: (i) Goals and purpose, (ii) Technology infrastructure, (iii) Teaching, learning and assessment, (iv) Professional development, and (v) Governance. A systematic stepwise guide to policy process has also been described. At the end, questions are offered for reflection by the readers to apply in their institutional context.
