A method for PV planning determination considering multiple factors is proposed in this paper. Firstly, the node critical inertia results are considered; then, an objective model is constructed with minimum network losses and multiple constraints, and the model is solved using the whale optimization algorithm. Validation is carried out in the IEEE39 system, and the results show that the network loss is reduced by 7.8%, and the total PV access is 952 MW.

摘要
