The household registration system is essentially a form of exclusive local citizenship, which prevents new migrants from integrating into the city. Gradually during the urbanization process, a new dual structure of “citizens and rural migrant workers” has been created. It is in fact an expansion and evolution of the traditional dual structure (which is the urban–rural divide).
