Quality of Outsourced Education

摘要

This chapter reveals how the quality of outsourced education can be compromised without close monitoring of learning and collaboration between schools and service providers. Opening with an anecdote shared by a schoolteacher, this chapter draws readers’ attention to when student learning is likely to be compromised. The readers are then led to vicariously experience educational outsourcing phase by phase, from identifying service providers, through those of contract writing and implementation of the outsourced education, to the end-of-programme evaluation. They witness how and why quality issues can arise. Listening to the voices of both case schools and service providers, the readers are presented with a balanced understanding of the issues. The survey substantiates the views shared by the interviewees and shows that the quality issue is widely pertinent beyond the case organizations.
