Examining the Cultivation Policies for Normal University Students in Japan

This chapter concentrates on examining the cultivation policies for normal university students in Japan. After more than 130 years of historical changes, its development speed and quality improvement has been in the forefront of the world. Throughout Japan's historical development, the teacher training system has experienced fluctuations, with periods of advancement and regression. The quality of educational practice is an important part of teacher education quality assurance system. After the “Meiji Restoration” of both the teacher education system and the modern school system in Japan, Japan proposed to establish the relationship between the country and the nation in the early Meiji period. In April of 1872, the Ministry of Education issued the Document on the Establishment of Primary School Teacher Guidance Field under the principles of “enriching the country and strengthening the army”, “producing and developing industries” and “civilized”, pointing out the three national policies on the establishment of normal school. Among them, the center of “civilization” is the introduction of western schools which is an urgent task. In August the same year, the “School System” was promulgated and implemented to develop culture and education. Middle schools and primary schools were developed rapidly at that time. Each middle school district was divided into 210 primary school districts. Primary schools developed the economy and strengthened the national power, which transformed feudal Japan into a country divided into primary and secondary schools with an eight-year schooling system.
