Examining the Cultivation Policies for Normal University Students in Canada

This chapter concentrates on examining the cultivation policies for normal university students in Canada. Education depends on good teaching staff, and teachers are an important force to promote education reform and development. Canada is a country of immigrants with multicultural background and federal political system. After decades of development, Canadian teacher education has overcome the conflicts and estrangement of multiethnic and multicultural cultures and established a relatively scientific and flexible teacher education and training system, which has improved the quality of Canadian teachers and promoted the overall cultural strength of the country to a certain extent, thus attracting worldwide attention. Based on the requirements of Canada's management system and the problems and needs arising from the social development, the promotion of the excellent teacher program, and the need for the reform of basic education, Canada has made changes in education and teaching. Canada is an immigrant country with a federal system, which implements decentralization in its management system. The federal Constitution endows each province with independent educational legislation and management power, to ensure the balance of educational resources and the fairness of educational opportunities among provinces. Under such an education system, in the process of teacher education reform in Canada's provinces, the unification of compulsory education is weakened, while the diversity of divergence is highlighted. Based on the overall education concept of the federal government, education objectives and action plans under different provincial conditions are formulated. Therefore, Canada does not have a unified national teacher examination in teacher selection, and the training methods vary according to the different educational bases of the provinces, which is not only a kind of conformation to the decentralized management system, but also the inevitable trend of teacher education reform.
