In 2021, China issued the Guiding Opinions on Promoting the Construction of Child-Friendly Cities, and the construction of child-friendly cities was formally written into the national development plan, with cities such as Changsha and Shenzhen following suit to explore the construction of child-friendly cities. How to coordinate and plan the construction of child-friendly cities with top-level design will be the key content of the research on strategic planning of child-friendly cities. In this paper, from the spatial environment, policy system, service guarantee three aspects of friendly, and action manual to build a child-friendly construction and management of the development of a strategic framework, the formation of “pre-strategy” - “after the implementation of the” scientific closed-loop, building and sharing have been effective. Finally, it is practiced in the old urban area of Feng County, Xuzhou City, with a view to providing insights for a more in-depth development exploration of the subsequent construction of child-friendly cities.
