Current State of State-owned Enterprises in Pakistan

The SOEs are frequently criticized for inefficiencies and poor performance. Pakistan is not an exception, the SOEs are facing challenges of mismanagement, overstaffing, and high debt. This chapter presents a detailed overview on the financial status of SOEs, covering revenue generation, net profit/loss, reliance on subsidies, and public debt. The findings reveal that some sectors impose a significant fiscal burden, while others, like oil and gas, are profitable. In this chapter, we also examine efficiency through sales to employment ratios across sectors to identify opportunities for optimal restructuring. The analysis highlights the need for efficiency improvements, as many sectors show low rates of return and profitability.
