In line with the national requirements for educational digital transformation and seizing the opportunity of Wuhan’s establishment as a national demonstration zone for smart education, a plan for the integrated promotion of the construction of the educational big data system at the city, district, and school levels has been proposed. This plan fully leverages the value of educational data and establishes a comprehensive governance and application mechanism for big data that covers all norms of educational data, full coverage of educational applications, all dimensions of educational evaluation, and comprehensive educational services. Initially, a “six new” application pattern for Wuhan education has been formed, and practical applications have verified the effectiveness of the plan.
