Strictly speaking, the true modernization of China began with the reform and opening-up policies. Looking further, one important reason why the modernization efforts since China's reform and opening-up have achieved globally recognized success is the effective planning of modernization construction under the condition that the market economy gradually plays a decisive role in resource allocation. In other words, there is a high correlation between China's modernization construction and its planning since the reform and opening-up.
