India’s rapid transition to renewable energy, coupled with the slow development of associated transmission networks, has led to congestion in the transmission network during peak power generation. This congestion poses specific challenges in areas with high concentrations of renewable energy sources, such as overloading risks in transmission lines and strain on switchgears at renewable energy pooling substations. These challenges result in limitations on power transfer, leading to the curtailment of Short-Term Open Access (STOA) during peak solar hours, which impacts renewable energy developers. Given the time required for infrastructure upgrades and system strengthening initiatives, implementing a Special Protection Scheme (SPS) is essential to prevent overloading in renewable energy-rich areas. This paper aims to address the challenges faced by the Indian power sector and discuss the implementation of an SPS scheme using GOOSE communication in renewable energy-rich areas of the Indian power transmission network. The SPS scheme discussed here is a real example implemented in western Rajasthan. We hope this paper serves as a valuable resource for utility engineers working near renewable energy generators.
