Research and Exploration of an Intelligent Counterterrorism Command and Control Platform

With the increasing maturity of artificial intelligence technology, intelligent systems for processing related business operations have emerged among various industries. Since traditional human-based anti-terrorism solutions have become insufficient to meet the new requirements of maintaining stability in the modern era, it has become a new solution that developing an Intelligent Conterterrorism Command and Control Platform (IC3P). In this paper, we focus on four aspects: current situation analysis, architecture design, critical technologies, and application pathways. To address challenges such as the difficulties in intelligence gathering, information sharing, and risk management, IC3P adopts a layered architecture consisting of the infrastructure layer, data layer, analysis layer, application layer, interaction layer, and security layer. Each layer incorporates intelligent algorithms, models, or computational techniques, and through inter-layer collaboration, the platform achieves intelligent monitoring and high-precision intelligence data processing, AI-driven deep intelligence analysis and forward-looking decision support, as well as integrated intelligent collaborative combat command and real-time adjustment. At the application level, IC3P leverages its intelligent capabilities across multiple areas including early warning, analysis, decision-making, and countermeasures, effectively improving the efficiency and accuracy of anti-terrorism efforts while better maintaining social stability and public safety. This paper aims to provide some valuable insights to counterterrorism revolution in the future.
