Exploring the Impact of ICT on Human Resources Management Performance

In the present fast-changing commercial environment, technology serves as a key driver that is changing how organizations take care of their most important property: human resources. Merging traditional human resource practices with digital technologies resulted in efficiency as well as marked changes in employee connectedness, recruitment of good employees, and attracting the best candidates for specific jobs. This study discusses the profound effects of technology on improving performance in human resources, explaining its complicated meaning through different HR roles. The integration of technology into human resources practices has catalyzed a paradigm shift in the way organizations manage their workforce, driving efficiency, agility, and innovation. By leveraging digital tools and data-driven insights, HR professionals can navigate the complexities of the modern workplace landscape, unlock the full potential of their talent pool, and drive sustainable business growth. This study focuses on analyzing how much information and communication technology (ICT) can contribute to increasing the performance level of HRM staff in higher education institutions in the Kurdistan Region of Iraq (KRI). This study explains the role of ICT in HRM performance once integrated into HRM operations, drawing attention to how recruitment, training, employee engagement, and development decisions are affected. A quantitative approach based on a survey questionnaire is conducted to gain a clear overview of where the higher education institutions stand in the KRI in terms of the usage of ICT in the HRM field. The overall finding suggests that ICT may have positive effects on the performance level of HRM staff in higher education institutions in the KRI. Furthermore, the level of ICT usage in the KRI is not at a level where the individuals of HRM are well aware of ICT developments and E-HRM as well as the usage of computerized HRM.
