On September 7, 2013, during his visit to Kazakhstan, President Xi Jinping put forward the initiative of jointly building the “Silk Road Economic Belt” for the first time, and he defined the focus of the initiative as involving “five major aspects”, namely, “policy coordination, road connectivity, smooth trade flow, currency circulation, and people-to-people exchanges”. In his speech, President Xi Jinping put “policy coordination” first, stressing that both policies and laws should focus on the regional economic cooperation. Obviously, policy coordination is the primary guarantee for carrying out the “Belt and Road” initiative.
