Disaster Legislation in the Philippines

The Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 aims to strengthen the Disaster Risk Reduction (DRR) programs of the local government in dealing with disasters. A salient feature of the law is the creation of the Local Disaster Risk Reduction and Management Fund (LDRRMF) which allocates 5% of government funds to support disaster risk management activities. This study highlights the status, challenges, and gaps in the governance of the local government in implementing this unique system of resource allocation as an innovative tool to mainstream disaster risk reduction into development planning.
