Public Health Risk Management and Decision-Making

Risk management is a highly systematic, professional, scientific, and comprehensive task. It is an important foundation for achieving “prevention-oriented and moving control measures upstream” in infectious disease prevention and control. It is also a scientific management method that helps enhance the predictability, specificity, and scientific nature of infectious disease prevention and control. Starting with the “risk” before the outbreak of major infectious diseases, scientifically analyze the formation and evolution mechanism of major infectious disease outbreaks, conduct dynamic monitoring, risk assessment, and early warning management of potential major infectious disease risks, and promote the management of major infectious diseases from a “post-event disposal” to a “full-cycle management” paradigm shift. According to the life cycle of risk, risk management can be divided into: planning preparation, risk identification, risk analysis, risk evaluation, and risk disposal. These stages are cyclic, forming a complete, continuous, and dynamic risk management process.
