Public Health Emergency Management System

A Public Health Emergency is an event that can cause harm to a person’s health or to the health of a community. These events can happen at any time, anywhere. The consequences of public health emergencies can be devastating for the health and well-being of communities and societies, the resilience of health systems, the stability of national economies, and progress towards the Sustainable Development Goals. The number of emergencies with health consequences will increase in the foreseeable future as risk factors increase. This would pose a serious threat to human society, and recent experience has highlighted the global risk of infectious disease outbreaks, demonstrating the need to build a more effective emergency response system on health security and pandemic preparedness. Emergency management subjects carry out the whole process of intervention and response before, during and after the emergency, which requires a series of systematic institutional systems to ensure support, including emergency management-related laws, systems, mechanisms, rules and regulations, capabilities and technologies, environment, culture, etc. The evolution and activities of such an emergency management system determine the capacity and efficiency of a country or region in responding to emergencies.
