Exploring Education Interventions Towards Green Transition. The Case of Legionowo City

The current state of energy has compelled those in authority to implement new measures to address the unprecedented challenges posed by energy. A number of initiatives have been established with the objective of assisting those who wish to replace their fossil fuel boilers with green, renewable energy sources. However, it is crucial to recognise that local community participation is a fundamental aspect of effective policy implementation. This chapter contributes to the ongoing discourse regarding the function of educational interventions in the local energy transition process, based on social learning and the development of adult environmental literacy. A case study of a selected city in Poland that focuses on energy transition measures including educational initiatives, public campaigns, economic incentives such as programmes, subsidies and support schemes, grassroots mobilisation by local government and other relevant practices is taken as a basis for analysis. The Social Learning Theory is employed as a theoretical framework, and the following research questions are addressed: What educational interventions are being implemented with the objective of local decarbonisation as part of planned adult education activities? What is the role of social learning in these interventions? The findings present an analysis of the diverse public policies (social and environmental) that target urban adults in the context of the energy transition. This analysis considers the potential effectiveness, reach and implementation challenges of these policies. The findings of the research were employed to address two central questions: firstly, the ways in which adult learning can assist in addressing the challenges of poor air quality in Europe; secondly, the ways in which the evolving role of local government organisations in planned adult learning can be comprehended.
