Effects of COVID-19 Pandemic Control Measures on Cross-Border Truck Drivers Mobility: A Case Study of Malaba Border Town, Kenya/Uganda

Regional and national efforts to fight the global COVID-19 pandemic and reopen trade across the East and Horn of Africa have led to many restrictions on truck drivers’ mobility in cross-border towns. Over 4,500 truck drivers and crews have gone through tests for the infection in Malaba and Busia on Kenya's border with Uganda, where border closures have had them waiting for weeks to get moving again. The purpose of this study was to establish the impact of COVID-19 control measures on the mobility of truck drivers, bringing out their plight, and proposing sustainable mitigation measures to these challenges. This study was anchored on the emergency management theory and crisis intervention theory. The study targeted an average of 1200 truck drivers who pass through the Kenya-Uganda border through Malaba daily. Key informants, including customs officials, health officers, and patrol managers, were also targeted in the study. The study used a causal design with both qualitative and quantitative approaches. The study used a sample size of 120 drivers. This constitutes 10% of the total population and they were selected through random and purposive sampling. Data were collected using questionnaires and interview schedules. Data analysis was done using both quantitative and qualitative methods and was presented in the form of pie charts, bar charts and graphs, percentages, and frequency tables. Findings indicated that the control measures significantly limited the truck drivers’ mobility due to the various stringent COVID-19 containment protocols enforced by the governments of Kenya and Uganda. The study recommends more sustainable control measures by the government, which would not cause a snarl-up at the border towns. The study's findings will aid policymakers in coming up with measures that will restrict the spread of the virus, restore a better flow of trucks across the border, and address the challenges experienced by the drivers.
