National capacities to collect, produce, and disseminate quality migration data in African countries are limited and under-resourced, curbing governments’ efforts to fulfil their commitments. This paper aims to draw attention to the need to promote and provide technical support to strengthen national migration data systems, including the National Statistical Offices (NSOs) and other Ministries, Departments and Agencies (MDAs). The paper thus provides a review of the latest national and regional migration data harmonization efforts in the Horn of Africa region and highlights key characteristics of an effective migration data harmonization model. Attention is given to the Intergovernmental Authority on Development (IGAD), which has launched several initiatives to establish integrated migration data governance frameworks, with a focus on strengthening national data systems on migration and capacity building. This paper is based on secondary data review of institutional documents, relevant literature, as well as acts and working papers drafted by regional and national bodies during migration data harmonization activities. Findings were enriched with interviews with migration data experts and IGAD and IOM representatives.
